For Basic network isolation methods are not provided, and exception is
thrown when trying to encode the Vlan id. That's why we have to check
before encoding that the list with isolation methods is not empty
When we try to reset the site 2 site vpn connection while
the VR's are being restarted, the connection enters the
PENDING state and we cant reset the connection.
So change the state from PENDING to disconnected.
Steps to reproduce the issue
1.create a VPC with a tier (vpc-001-001 in vpc-001), create a vm
2.create a VPC with a tier (vpc-002-001 in vpc-002) with different cidr, create a vm
3.create custom gateway for both vpn
4.enable site-to-site vpn on both vpn, and add vpn connection to each other. both should be "Connected"
5.restart vpc-001 with cleanup and monitor it
6.when the first router is destroyed, go to site-to-site vpn page and reset vpn connection.
7.we will get an error "Resource [DataCenter:1] is unreachable: Unable to apply site 2 site VPN configuration, virtual router is not in the right state"
and vpn connection is stuck at Pending
8.When vpc is restarted, go to site-to-site vpn page and reset vpn connection.

this contains other changes
(1) add isrouting field for vm templates on UI
(2) show register URL of template/iso on UI
(3) set 'Bootable' field to changable for existing ISO
The default GC algorithm G1 that is enabled by default with Java11
serves well on multiprocessor machines with large amount of memory where
GC is probablistic with low pauses, where response time is more
important than throughput and GC is kept shorter.
The CloudStack management server is largely a multi-threaded server
application that handles and orchestrates several network requests, and
has the default max. heap size of only 2G that can be considered a
small/medium application from a heap size perspective. Perhaps a more
aggresive GC algorithm such as ParallelGC as used in Java8 and before
(that is previous CloudStack releases) would serve better for throughput
and cause more aggresive GC.

If vm has last host_id specified, cloudstack will try to start vm on it at first.
However, host tag is checked, but guest os preference is not checked.
for new vm, it will be deployed to the preferred host as we expect.
Fixes: #3554 (comment)
VMware code keeps a cache of existing VMs on a hypervisor host using cloud.vm.internal.name property of the VM. Searching for unmanaged instances/VMs on a host might not return an expected result when this property differs from the actual name of the VM.

The DNS entry "data-server" was not added in /etc/hosts.
Since the VR is now considered as a "dhcpsrvr" (?), we need to apply this commit to add this DNS entry.
/etc/hosts is fully rewritten by this script.

After a few hours running with InfluxDB configured, CloudStack hangs due to OutOfMemoryException raised. The exception happens at com.cloud.server.StatsCollector.writeBatches(StatsCollector.java:1510):

Context on InfluxDB Batch: Enabling batch on InfluxDB is great and speeds writing but it requires caution to avoid Zombie threads.
Solution: This happens because the batching feature creates an internal thread pool that needs to be shut down explicitly; therefore, it is important to add: influxDB.close().
For customer constrained offering, the cpu speed is fixed.
Therefore the 'CpuSpeed' field should be hidden for customer constrained offering when change vm offering on UI.
It is visible only for unconstrained offering.
This is regression issue of #3245
This PR aims to fix the issue below
Create a network offering for isolated network, services: Dns/Dhcp/Userdata, and enable it
create a isolated network with the new offering
create a vm
check the guest IP of virtual router,
restart network with cleanup
check the guest IP of new virtual router
The IP in step4 and step6 should be the same, but they are different actually.
* engine: honour bypass VLAN id/range for L2 networks
Commit e894238d904a9c49c1140371f612a51d251efc1 (#3899) allowed private
gateways to bypass vlan check while refactoring it did not cover the
case for L2 but only shared network. This fix will re-enable honouring
the bypass vlan check option for L2 guest network (in addition to the
Shared networks).
