main changes
- Support build/packaging using JDK17
- Still supports JDK11 for building
- Support JRE17 for use in production installation
- Drop EL7 support
The community packages will be still packaged using JDK11.
If uses want, they can build by JDK17 as well.

current project version. If one wants to set another version, it is
possible by just editing the ACS_RELEASE variable in 'build-apidoc.sh'.

Remove maven standard module (which only a few were using) and get ride of maven customization for the projects structure.
- moved all directories to src/main/java, src/main/resources, src/main/scripts, src/test/java, src/test/resources
- grep scan to search for src/com and src/org left over
- grep for <project>/scripts to fix pom.xml configuration
- remove custom <build> configuration in pom.xml

- Migrate to embedded Jetty server.
- Improve ServerDaemon implementation.
- Introduce a new server.properties file for easier configuration.
- Have a single /etc/default/cloudstack-management to configure env.
- Reduce shaded jar file, removing unnecessary dependencies.

minor pom refactor to put all the tools under one placeholder pom.
Also adds a profile for marvin to run deployDataCenter via mvn options.
$mvn -Pdeveloper,marvin -pl :cloud-marvin -Dmarvin.config=<path/to/config>
OR
$cd tools/marvin
$mvn -Pmarvin -pl :cloud-marvin -Dmarvin.config=path/to/config
will deploy the datacenter using the marvin.config property's value
