This PR adds two vm setting for user vms on KVM
- nic multiqueue number
- packed virtqueues enabled . optional are true and false (false by default). It requires qemu>=4.2.0 and libvirt >=6.3.0
Tested ok on ubuntu 22 and rocky 8.4
On Oracle Linux 9.0, version shows as undefined and even Host.OS shows as "Red".
This change fixes the script to use '/etc/os-release' ins such cases.

This PR allows securing the console access through CloudStack to the virtual machines running on KVM. The secure access is achieved through the generated certificates for the CA Framework in CloudStack, that provides mutual TLS connections between agents. These certificates are used to also secure the connection between the console proxies and the VNC ports for VM console access.
This feature is only supported on the KVM hypervisor

Sometimes the chain reference count is 0 and in that case
proper iptables rules are not applied. Because of this, ping fails.
So check the reference count for the main chain and as well as
-IN and -OUT chain as well

In ubuntu20 the interface name contains @ synbol and
because of that even the iptable rules for brdige name
contains this symbol which causes ping issues.
Remove the @ symbol from iptable rule to fix the issue
