On RHEL/CentOS/Fedora the bridge related sysctl rules are enabled
in kernel by default but can only be disabled. Enabling those keys
will fail, causing iptables/ebtables tables to not be created
and fails SG on CentOS.
This also fixes an integration test case, which assumes first few
tests complete within 3 minutes. In nested env the value may be large,
this increases the value to 20 minutes.

Tests would fetch the credentials for the host to hop into router to
check for essential services. Each test would require to put in the host
information into the test data. Instead fetch the credential information
from the marvin configuration file.

The network GC test is a long running test as it waits for
network.gc.wait + network.gc.interval * 2 to verify that the network
cleanups happen corectly. This test is also part of the regression suite
and is redundant in the smoke. The test run takes 30m longer because of
this test included in smoke.

Detail: The default devcloud tiny template is set up via devcloud.sql to have
at least 100MB RAM, changing the tests as well. This will also allow the builtin
devcloud-kvm tiny template to work for tests as it requires a bit more.

Detail: Integration tests use these libraries (base,utils,common) for
simplifying the usage of the API. These define the verbs of each
entity's usage (create, delete, add etc). For the CLI to present the
simplified API we'll leverage the integration libraries.
+ Fixes to setup-test-data.sh - kvm and xen each use a different version
of the built-in Cent OS template, 5.5 and 5.3 namely.
At a later point the setup-test-data script needs to be obsoleted.
ostypeids in tests should directly be determined from listOsTypes API
calls
