All the account settings can't be configured under domain
level settings right now.
By default, if account setting is not configured then
its value will be taken from global setting.
Add a global setting "enable.account.settings.for.domain"
so that if its enabled then all the account level settings
will be visible under domain levelsettings also.
If account level setting is configured then that value will
be considered else it will take domain scope value. If
domain scope value is not configured then it will pick
it up from global setting.
If domain level setting is not configured then by default
the value will be taken from global setting
Add another global setting "enable.domain.settings.for.child.domain"
so that when its true, if a value for domain setting is not
configured then its parent domain value is considered until
it reaches ROOT domain. If no value is configured till ROOT
domain then global setting value will be taken.
Also display all the settings configured under the domain level
in list domains api response

The method is named as "scoped" that seems to whether the variable config is scoped in _scopedStorages or not. Actually, the method tries to find a storage of which scope equals to the scope of config. So that, the method name "findStorage" should be more clear than "scoped".
Remove maven standard module (which only a few were using) and get ride of maven customization for the projects structure.
- moved all directories to src/main/java, src/main/resources, src/main/scripts, src/test/java, src/test/resources
- grep scan to search for src/com and src/org left over
- grep for <project>/scripts to fix pom.xml configuration
- remove custom <build> configuration in pom.xml

Root Cause:
Some global parameters contains NULL value, where the code doesn't handle NULL check.
So it fails with an exception. Hence nothing appears on the field(ERROR).
Solution:
Added required NULL check.
secure and hidden config values are first unencrypted before returning
them in the api. This is not desired as they are secure configs
returning encrypted strings for secure and hidden configs if encryption
is enabled.
This reverts commit cd7218e241a8ac93df7a73f938320487aa526de6, reversing
changes made to f5a7395cc2ec37364a2e210eac60720e9b327451.

In ConfigurationVo, changed the setter to do the encryption if required
like the getter. Called the setter in constructor as well.
Removed references of encryption check in different places.

Added filters while listing scoped configuration parameters.
Fixed: Some parameters are missing from UI settings tab because of missing scope entry in configuration table.

xs 6.1/6.2 introduce the new virtual platform, so there are two virtual platforms, windows PV driver version must match virtual platforms,
this patch tracks PV driver versions in vm details and template details.

Introduction of a new Transaction API that is more consistent with the style
of Spring's transaction managment. The existing Transaction class was renamed
to TransactionLegacy. All of the non-DAO code in the management server has been
updated to use the new Transaction API.
ACS is now comprised of a hierarchy of spring application contexts.
Each plugin can contribute configuration files to add to an existing
module or create it's own module.
Additionally, for the mgmt server, ACS custom AOP is no longer used
and instead we use Spring AOP to manage interceptors.
