CLOUDSTACK-2715: Making MigrateSysteVm response uniform

Browse Source 
with responses on other systemVm apis. All systemVM apis return
SystemVmResponse - rebootSystemVm, stopSystemVm etc. MigrateSystemVm is
now made uniform.
