developer: Move custom sql commands to one prefill schema file

The sql-maven plugin does not allow multiple sqlCommands to executed, only the
last one in the <configuration> gets executed, so moving out all the developer
related schema to one file.

Adds:
  - ROOT domain
  - system and admin accounts
  - system and admin users
  - custom configurations
